Make Cars Spawn Slower So Players Don't Take Them All

We have boosted the vehicle population convar, so more players can get a car, but with 100+ on the road at once, players seemed to hoard them until they are completely gone.

Would it be possible to throttle the car spawns on the road? Lets say 100 total can spawn, but lets make it so only 10 can spawn on the road at a time. It will make them more scarce on the roads to find but keep repopulating more cars as they are taken by players.

This plugin uses Oxide's permission system. Grant or revoke permissions using oxide.grant and oxide.revoke. You can assign them to individual players or groups using their Steam id or group name.
